Sea Island Community Resilience Pilot Program

Richmond Fire-Rescue, Emergency Programs branch is piloting a Community Resilience Roadmap with the residents of Burkeville. The program aims to provide an opportunity for the residents to establish a solid foundation at the individual/household level before moving up the pyramid to collective levels of emergency preparedness.

On October 15th, the City of Richmond Emergency Programs Team met with a number of Burkeville residents and provided an overview of the pilot program as well as presented information on how to ensure individuals and households can be prepared in the case of a disaster in the area.

The 1.5-hour presentation, by Brennan MacLachlan – Emergency Programs Manager and Jennifer Hayes – Emergency Programs Coordinator, was recorded and can be viewed by using this link.

Emergency Preparedness steps covered in the presentation include:

  1. Know your Hazards

  2. Make a Plan

  3. Get your kits together

  4. Get Connected

  5. Stay informed

The next steps of the Pilot Project are:

  1. For those residents that have completed the “Know Your Hazards” self-assessment scorecard, there will be an opportunity to complete the self-assessment scorecard again in January 2026.  This re-assessment will inform individuals and the Emergency Programs team of the improvements of the “scores” after being provided with some resources and actionable steps.  This “score” is an indication of how ready your household is to respond to a significant disaster.

  2. For those residents who did not attend the initial meeting, there will be an opportunity to complete the self-assessment scorecard in the near future, either via a virtual presentation or a link provided to you (either via a posting on Facebook, Instagram, the Read-o-Graph or www.Sea-Island.ca). This will allow you to evaluate your personal and household emergency preparedness and take action to improve your preparedness for a real life emergency/disaster.

  3. A questionnaire will be sent out shortly after the close of the January 2026 self-assessment scorecard for those Sea Island residents that have participated.

  4. In February 2026, the results of the self-assessment scorecards will be reviewed along with the feedback received from the questionnaires.

  5. In March 2026, the decision will be made whether the pilot program is to continue based on the feedback received and engagement from the residents.

This pilot project strives to build a culture of resilience that is community-driven, where the residents’ engagement and decisions will determine the successful outcomes.  As a Burkeville Resident, we know how isolated we are from the rest of the city and would benefit greatly from being self-reliant should disaster strike.  We hope that as many residents as possible will join this Pilot Project to help make it successful and most importantly, to help make Burkeville a resilient neighbourhood should the need arise.
